fix: complete post-tool turns from final assistant text

Relax transcript completion so a post-tool assistant answer can finish after the idle window even when Claude omits an explicit end_turn marker. Keep tool_result-only turns from completing early and document the completion rule.

Exclude generated mocks from dupl lint checks.
