docs(api): add documentation for User $rescope operation (#9345)

Documents the $rescope FHIR operation that moves a User between server
scope and project scope. Includes parameters, authorization rules,
TypeScript and cURL examples, links to the app.medplum.com admin UI
widgets, and error responses. Adds the operation to the FHIR operations
index under Authentication & Security.
