Rebuild simpler test setup on top of #18

PR #18 ("Wire components + convert ports into utilities") landed on dev the
same wiring/ports refactor this branch had developed in parallel, so the
branch's source-side work is superseded. This recreates the branch on top of
#18, keeping only its still-novel contribution: the simplified, consolidated
test suite plus the example_configs reorganization. No src/ changes.

Translated the adopted test layer to #18's API:
- Followed #18's naming (reverting this branch's swap): ConfigManager is the
  startup orchestrator; ConfigUpdater is the inner loader/versioner/derivation
  component and raises ConfigUpdaterError.
- Dropped references to the inbound config_manager/config_updater ports that
  #18 removed; mock against the concrete ConfigUpdater instead.
- Kept #18's ConfigManager orchestrator unit test (return-bool reprocessing);
  the inner pruning/resolve tests now target ConfigUpdater.
- Widened a persistence test helper to ModelBase to match compare_configs'
  union return type.
