chore: revert rabbitmq to 4.2 and add claude behavioural guidelines

- rabbitmq 4.3 has breaking changes that create tasking problems so we
keep 4.2 for now.
- Add behavioural guidelines to the CLAUDE file to harmonise with
rero-ils.
