refactor: dedup ASIC_TICKET_DIFF + drive chip-detection from asic_count (#477)

- remove duplicate `#define ASIC_TICKET_DIFF 256.0` from asic_task.c:88;
  asic_proto.h (line 10) is the single source of truth — asic_task.c already
  includes it
- replace hardcoded per-board expected_chips in System.svelte's BOARD_ASIC map
  with `$stats?.asic_count` (the authoritative backend value); chipsBad is only
  flagged when asic_count is non-null and detectedChips is below it
- add System.test.ts cases: detected < asic_count → bad, detected == asic_count → ok,
  asic_count null → not flagged
