chore: consistent mocks (#1494)

* chore: consistent mocks

- ensure all mocks are generate using go:generate
- delete unused mocks
- handcrafted mocks are now called fakes
- use package name mock instead mocks
- consistent mock naming
- mock guidelines
- make target for mock generation
