AI config logging enhancements (#1711)

* refactor(ai-config): move per-file logging from shared utilities to command

This avoids duplicating per-file CRUD messages doubling when called from schematics.

* feat(ai-config): log skills and framework detection source info

* fix: update misleading WebComponents fallback log message in detectFrameworkFromPackageJson
