* fix(setup.py): honour KIVY_SDL3_PATH on macOS host (fixes #9316)

When KIVY_SDL3_PATH is set, auto-enable use_sdl3 and disable the
use_osx_frameworks framework probe so the caller-supplied path is
consumed instead of the system /Library/Frameworks location.
Fixes cross-build pipelines (e.g. kivy-ios on a macOS host) that
vendor SDL3 outside the default framework search path.

* fix(setup.py): add regression comments for issue #9316

Replace fragile mirrored unit tests with inline regression comments
pinned to the GitHub issue URL at each guard. Proper unit tests
require extracting SDL3 detection into an importable module (future work).
