cruft: update

Regenerate Wiswa-managed files and refresh project tooling:

- Update the managed `.claude/agents/*.md` files; drop the release agent in
  favour of a new `.claude/skills/make-release` skill.
- Replace `.claude/settings.local.json.dist` with `.claude/settings.json`.
- Upgrade Yarn from 4.14.1 to 4.15.0 and adjust `.yarnrc.yml`.
- Refresh the publish and release workflows.
- Update packaging metadata and lockfiles (`pyproject.toml`, `package.json`,
  `CITATION.cff`, `uv.lock`, `yarn.lock`).
- Update `AGENTS.md`, `CHANGELOG.md`, `.gitignore`, `.prettierignore`,
  `.pre-commit-config.yaml`, and the spelling dictionary.
