feat(rules): broaden multilingual abbreviation and entity coverage

- Add common titles, references and cross-reference abbreviations
- Expand street/location abbreviations
- Improve handling of exclamation-ending names
- Move shared abbreviations into base rules
- Reduce language-specific duplication
