feat: enable metrics feature in all published images (#606)

Add a `metrics` cargo feature to `tsoracle-bin` and `tsoracle-standalone`
that fans out to `tsoracle-server/metrics` and the optional driver metrics
features (via weak `?/metrics` deps so it does not force the openraft/paxos
drivers into builds that exclude them).

Compile every published image — file, openraft, and the umbrella build —
with `metrics` enabled so each shipped binary emits the documented
Prometheus-ready signals out of the box, and align the PR smoke build with
the same feature sets.
