Re-run Wiswa (93847c8) to refresh generated files:

- Bump packaged yarn 4.14.1 to 4.15.0 and the yarn release blob.
- Bump pre-commit hooks (uv 0.11.17, ruff-check v0.15.15) and dev and
  production dependency floors in pyproject.toml; refresh uv.lock and
  yarn.lock.
- Drop the per-package click exclude-newer override and replace it with
  a niquests-mock override.
- Add managed .claude/settings.json and xirvik/main.py scaffold; remove
  the obsolete .claude/settings.local.json.dist.
- Refresh .claude/agents, workflows, .gitignore, .prettierignore,
  .yarnrc.yml, CITATION.cff, the changelog header, and the dictionary.
- Suppress the new preview rule PLW0717 in commands/utils.py.
