- Bump Yarn to 4.15.0 and refresh .yarnrc.yml and .prettierignore.
- Bump dependency floors: click 8.4.1, mypy 2.1.0, bascom 0.1.3, ty
  0.0.39, commitizen, niquests, pathspec, tomlkit, and the types-*
  stub packages.
- Refresh .claude agent files and expand the release agent and the
  release workflow.
- Replace settings.local.json.dist with .claude/settings.json.
- Update publish and release workflows, .gitignore, CITATION.cff, the
  repository URL, and the dictionary.
