Fix PR review findings for dal-python

Make standalone dal-python configuration fail early when required DAL
archives are missing, so builds do not continue with an unlinked Python
extension.

Tighten the AAD Greek tests so missing spot or volatility gradient keys
fail explicitly instead of silently skipping validation. Re-enable Codacy
analysis for dal-python tests now that the review-specific test issues are
addressed directly.
