github: tolerate non-HTTPException errors from ruleset 422 parsing

gidgethub raises TypeError (or KeyError) instead of HTTPException when
GitHub rejects a ruleset POST/PUT with a 422 whose `errors` payload is a
list of strings, as the rulesets endpoint returns. That escaped the
HTTPException-only handler in _sync_github_rulesets and aborted the whole
configure flow. Catch those parse errors too so a single ruleset failure
is logged and the remaining rulesets still apply.
