feat(chromium): add generated Chromium package

Chrome MV3 uses a service worker, while Firefox keeps background
scripts. The generator keeps Firefox as the root source of truth and
emits a Chrome-compatible bundle for store review.

- Firefox now targets 140 because AMO data collection declarations are
  supported from Firefox 140.
- Chrome Web Store publishing waits for upload processing before review
  submission so it cannot race a pending upload.
