ci: send AMO license metadata when signing a listed release

The first listed AMO submission was rejected: a listed version needs a
license (plus a summary and category). web-ext takes these via
--amo-metadata, so the release workflow now sends an MIT license, a
summary and the Appearance category. The metadata file is kept out of
the shipped .zip.
