* feat: add PROXY protocol support for DoT

Introduce `go-proxyproto` to allow the DoT server to correctly identify
client IP addresses when behind a load balancer.

- Added `--require-proxy-protocol` flag to enforce header presence.
- Added `--trusted-proxies` flag to restrict allowed proxy sources.
- Implemented `newProxyListener` with configurable connection policies:
    - **Strict:** Only allow connections from trusted CIDRs.
    - **Required:** Enforce PROXY header for all incoming connections.
    - **Optional:** Use PROXY header if present (default).

* Update internal/app.go
