test: fix test_cli_false_skips_sys_argv to verify sys.argv is ignored

The test now explicitly patches sys.argv to contain CLI arguments and
verifies they are ignored when cli=False. This ensures the test actually
validates the behavior it claims to test.

Includes implementation of cli parameter and documentation.
