test(windows): gate two proxy_eviction tests on the same R2 follow-up

sweep_evicts_idle_auto_start_supervisor and
sweep_skips_auto_start_with_inflight_request both poll for a supervisor
state flip within 5s after `eviction::sweep_once` dispatches
`model.stop(EVICT_STOP_GRACE)`. On Windows that path can't complete
within the deadline because CTRL+BREAK doesn't reach a
CREATE_NO_WINDOW child, so the supervisor falls through to the 5s
grace + TerminateJobObject route — same root cause as the four
cli_integration tests already logged in TODO.md R2.
