fix: scale rate limit backoff with hit count (#62)

The backoff was fixed at 300s regardless of how many times the rate
limit was hit, causing an infinite retry loop every 5 minutes. Now
the backoff scales linearly with hit_count (5min, 10min, 15min, ...)
so consecutive failures wait progressively longer.
