feat: make regular DNS server optional

Change the default behavior to disable the regular DNS server unless
a `--dns-port` is explicitly provided. This improves security by
default and prevents unnecessary port binding.

- Update CLI flag default to `0`.
- Add conditional checks in `RunServer` to skip DNS listener startup.
- Update documentation to reflect the new optional behavior.
