ci: run fmt+clippy, build, and test as parallel jobs (#590)

Split the serial `test` job (fmt -> clippy -> build -> test) into three
independent jobs that run in parallel: `lint` (fmt + clippy), `build`,
and `test`. Lint failures now surface without waiting behind the full
workspace build and test suite.

Each job keeps an independent rust-cache (default per-job keying) and
runs the free-disk-space reclaim, since build and test both link
debuginfo-heavy binaries that can hit ENOSPC in ld. The rustfmt/clippy
toolchain components are scoped to the lint job only.
