fix(sonar): remove sonar-project.properties that disabled Automatic Analysis

The file's mere presence makes SonarCloud assume CI-based analysis and turn off
Automatic Analysis; with no scanner step in CI, nothing was analyzed after it
landed, freezing the ratings on pre-fix code. Automatic Analysis ignores this
file's sonar.exclusions regardless — generated-file exclusions belong in the
SonarCloud UI (Analysis Scope).
