CI: install android-36 so instrumented build can provision compileSdk

compileSdk was bumped to 36 (PebbleKit 2 pulls androidx.core 1.17, which
requires it). The unit job has setup-android, so AGP could auto-download the
android-36 platform; the instrumented job had neither setup-android nor an
explicit platform install, so its build failed to provision android-36. Add the
SDK setup to the instrumented job and pin both jobs to android-36 / build-tools
36.0.0. The emulator stays api-level 34.
