ci(appveyor): Update-NodeJsInstallation fallback

The "package not found" errors are occurring because Node.js 20.19 is
not one of the pre-installed versions.  (20.17 is the only 20.x version
available.)  Handle this by falling back to `Update-NodeJsInstallation`
when `Install-Product` fails.
