[chores:fix] Fixed label behavior when tooltips are enabled #454

Previously, the emphasis label behavior was hardcoded to be
hidden when tooltips were enabled. This commit updates the
logic to dynamically determine whether to show node labels
based on the tooltip configuration. If tooltips are enabled,
emphasis labels will be hidden to avoid redundancy; otherwise,
they will be shown.

This ensures correct label visibility in various configurations.

Closes #454
