refactor: move Excel-specific auto/ from dal-public to dal-excel

The dal-public/auto/ folder contained Machinist-generated Excel
binding wrappers (xl_* functions with __declspec(dllexport) and
OPER_* parameters). These are Excel-specific code and don't belong
in the public C++ API layer.

Changes:
- git mv dal-public/auto/ -> dal-excel/auto/
- Update Excel source includes from <dal-public/auto/...>
  to <dal-excel/auto/...>
- Update build_linux.sh and build_windows.bat: Machinist now
  generates into dal-excel instead of dal-public
- Update .github/workflows/cmake-windows.yml accordingly
- Update dal-excel/CMakeLists.txt to GLOB the auto/*.inc files
- Update dal-public/CMakeLists.txt to drop the now-empty auto/
  glob
- Update .codacy.yml exclusions

Verify:
- bash ./build_linux.sh — 526/526 tests pass
