Add performance release note for peephole pass usage in transpiler (#16314)

In the recently merged #16136 we updated the optimization level 2 and
level 3 preset pass managers to use the new two qubit peephole
optimization transpiler pass to improve the performance of the
transpiler. That PR did not include an explicit release note of this
change because it was an internal pass manager construction thing and
not really an upgrade impact per say. However that was overlooking the
new performance category and strategy for documenting this changes in
the release notes. Personally I'm still not used to having this new
category and am often overlooking it. This commit corrects this
oversight and adds the missing release note to document the change.
