feat: add dal-excel CMake scaffolding (Phase 5, Windows-only)

Create dal-excel as an independent CMake project for the Excel add-in
interface. Uses a symlink to reference public/excel/ without moving files.

On non-Windows platforms, the CMakeLists.txt returns early with an
informational status message. The full build requires Windows + Office
COM DLLs.

CMakeLists.txt mirrors the original public/excel/CMakeLists.txt:
- SHARED library dal_excel with .xll suffix
- Links against DAL::public / dal_public / dal_library
- Office COM compile definitions (USE_EXCEL_REPORT, etc.)
- gtest + CTest test target for Windows

Verified on Linux:
- CMake configure prints 'skipping build (requires Windows)'
- Old bash ./build_linux.sh passes 524/524 tests

This completes the 5-phase multi-project refactoring scaffolding.
