* chore(agents): introduce DAL agent team and rename existing agents

Group the existing dev/review/test agents with five new specialists into a
coordinated team that takes a GitHub issue from spec to merged PR.

- Add dal-spec-writer (was: requirements analysis role) producing testable
  specs in .claude/specs/
- Add dal-architect producing technical designs in .claude/designs/
- Add dal-api-designer producing public-API surface notes in .claude/api-notes/
- Add dal-critic for adversarial review of specs/designs in .claude/critiques/
- Add dal-orchestrator to fetch GitHub issues and route work between teammates
- Rename dal-dev-workflow -> dal-implementer
- Rename dal-pr-review -> dal-reviewer
- Rename dal-unit-test-write -> dal-tester
- Add README.md as team manifest with roster, workflow diagram, and
  artifact layout
- Update dal-implementer and dal-reviewer to read upstream artifacts
  produced by the new specialists

Why: the prior single-agent workflow conflated requirements, design,
implementation, and review into one role, which made it hard to invoke a
focused critique pass or lock a public API surface before code was written.
The team splits these phases into specialists with clear hand-off points
and shared artifact directories, so an issue traces through
specs/<slug>.md -> designs/<slug>.md -> api-notes/<slug>.md ->
critiques/<slug>.md end-to-end.
