Improve enrichment relation ordering, and add settings to tweak effort.

Now, fetching nested relations from an entity will boost `Sanctions` to the top, making them more likely
to be fetched if an entity has a lot of them.

Also, the two effort settings when fetching relations (query size and recursion level) can now be tweaked
with settings. Higher numbers will provide better information, at the cost of performance.
