refactor(organizations): remove non-idiomatic compensation in remove handler

Match existing codebase pattern: when DecrementOrganizationUsersCounter
fails after RemoveOrganizationUser, log and return 500 — no rollback
attempt. The SetUser compensation block was inconsistent with how all
other handlers in organization_users.go treat this failure case.
