fix(ci): disable Scrutinizer builds to prevent infrastructure failures

Scrutinizer's build infrastructure runs on an outdated Linux distribution
that lacks GLIBC 2.27+ required by Node.js 22.14.0. Set `build: false` to
explicitly disable builds and use Scrutinizer only for static analysis.

GitHub Actions remains the primary CI/CD pipeline with full build and test
coverage.

Resolves Node.js installation failures:
- GLIBC_2.27 not found
- GLIBC_2.28 not found
- GLIBCXX_3.4.21 not found
