build: Update Python dev version to use to 3.10.20 (#220)

As well as ensure poetry, pre-commit, and tox used via uvx :sunglasses:
In same time this requires moving project metadata to new `[project]` table
as per PEP 621 and using latest tox, tox-gh-actions, and twine versions at CI.

On top of that upgrade dev & test dependencies and pre-commit hooks to
use.
