docs: add Charles Merill and Idriss Maoui as co-maintainers (#577)

Move tsoracle from a single-maintainer model to a lead-maintainer-plus-co-maintainers
model. Sebastian Thiebaud remains lead maintainer (release authority and credential
trust root); Charles Merill (@crmerrill) and Idriss Maoui (@idmao) join as co-maintainers
with design, merge, and review authority.

- GOVERNANCE.md: §3.1 lists lead + co-maintainers and splits authorities; clarifies
  that singular "the maintainer" (§4.2/§4.3/§4.4) means the lead; pluralizes shared-
  authority wording (§3.2, §4.1, §5); adds co-maintainers to the §6 continuity backup
  row; §6.1 reframes Charles as also an active co-maintainer and records bus_factor Met.
- README.md: adds a Maintainers section.
- .github/CODEOWNERS: adds @crmerrill and @idmao as owners on all path rules.
- ROADMAP.md: marks "second active maintainer" and "branch protection requires review"
  items Done.
- .bestpractices.json: flips OpenSSF bus_factor and two_person_review to Met and updates
  the governance/roles/roadmap/responsiveness justifications to match.
