chore(yarn): add age-gate config mirroring renovate trusted-org policy (#86)

Yarn 4.15+ enables npmMinimalAgeGate at a 24h default, which started
quarantining @side/* releases and broke Renovate update PRs.

Extend the gate to 14d to match renovate-config's minimumReleaseAge,
and add npmPreapprovedPackages mirroring renovate-config/default.json's
excludePackagePatterns + excludePackageNames so trusted-org releases
(Side, Google, Datadog) and core framework packages bypass the gate at
yarn resolution the same way they already do at Renovate scheduling.
