fix(cache): address PR review threads on auth, idb, and response-cache specs

- auth.js: wrap getUserId + pruneOtherPartitions in try/finally so the
  bootstrap promise always settles even if either rejects.
- idb.js: don't permanently memoize a failed openDB — clear dbPromise after
  a null resolution so a transient failure doesn't disable caching for the
  session.
- response-cache.cy.js: poll for the cache write instead of a fixed 50ms
  setTimeout; sync (undefined) getUserId stub on the no-user spec since the
  cache branch checks userId synchronously; cy.wait('@rolesFetch') on the
  two fallthrough specs to prove the live-fetch path was actually exercised.
- auth.cy.js: drop the "returns undefined" spec — Radio.stopReplying in
  afterEach was wiping the module handler, so the test was passing on
  unhandled-request behavior rather than module logic.
