* fix(ci): harden release workflow and bump trunk toolchain

- Gate publish workflow on GitHub environments (ci, production) and
  surface a skip-publish label output for downstream control
- Run coverage-report and publish only when build succeeds; allow
  publish when coverage is skipped
- Scope pnpm installs to the root workspace and relax engine-strict
  to keep matrix jobs unblocked
- Replace softprops/action-gh-release with gh release create so the
  release step uses the built-in token and avoids unpinned action risk
- Drop the redundant e2e-tests job from run-tests and the www install
  step from setup-ci (workspace no longer needs them)
- Bump trunk plugins ref to v1.10.0 and refresh linter versions; add
  grype and ignore generated worker-configuration.d.ts

Apply prettier formatting after the prettier-plugin-svelte v4 upgrade:
4-space indentation, no semicolons, reordered imports, and trailing
newlines. No behavior changes.
