ci: use npm run package instead of npx vsce package in release jobs

npx vsce package calls vsce directly without first running build.mjs,
so dist/extension.js is never created and vsce fails. npm run package
is defined as "node build.mjs && vsce package" which builds first.

The publish-dry-run job in ci.yml already used npm run package
correctly; the release.yml jobs were inconsistent.
