* fix: add least-privilege permissions to CI workflow

Address actions/missing-workflow-permissions code-scanning alerts on
the six jobs in test.yml. contents:read is enough: linting/django-check
run tests, docker-publish jobs push to DockerHub via DOCKER_* secrets,
and autodeploy hits an external webhook. None touch GitHub APIs that
require elevated GITHUB_TOKEN scopes.

* fix: bump CLA reusable workflow to v2.4.16

Was pinned to an unlabelled SHA (42b087a4). Update to the latest tag
ed82e15a (v2.4.16) so the CLA action stays in sync with what
claude-code-review.yml already uses.

* fix: bump CLA reusable ref to commit with signatures branch

v2.4.16 still pushes to main on cla-signatures, which the new ruleset
rejects. main HEAD f72a861e moves the writes to the 'signatures'
branch where the ruleset doesn't apply.

* fix: pin CLA reusable workflow to v2.4.18
