fix: bootstrap RHEL 10 GPG keys without bumping redhat-release

UBI 10 images ship stale RPM GPG keys that cause dnf update to fail on
subscription repos (RHSA/KB: https://access.redhat.com/solutions/7136991).
Bootstrap rpm/crypto from UBI first, then import Red Hat PQC release
key 4 (https://access.redhat.com/security/team/key), so packages verify
without upgrading redhat-release to 10.2 (unsupported by OFED common.pl).

Pin all dnf operations to RELEASE_VER derived from D_OS and keep
--exclude=redhat-release so the container OS identity stays at the
intended minor (e.g. 10.0, 9.6). RHEL 9.x is unchanged aside from
--releasever pinning.
