feat(app): restore license enforcement in planApplyRole

The diff page needs to surface the "Subscription expired" /
"Zodiac OS account required" UI when applying a role update. Move
enforceLicenseTerms (and its allowance-detection helpers) into the app
alongside planApplyRole and put fetchRolesModConfig back so we can look
up the rolesMod owner to query the license. The SDK keeps its narrowed
public surface — License / LicenseError / fetchLicense stay exported.
