ci: declare empty permissions on release-please workflow

The reusable workflow mints a GitHub App token for all repo writes and
declares permissions: {} itself, so the caller does not need to grant
any GITHUB_TOKEN scopes. Set permissions: {} explicitly on this side
instead of inheriting the repository default.
