ci: migrate release-please workflow to release-baton

Replace the direct googleapis/release-please-action invocation with
the release-baton reusable workflow, which provides GitHub App-based
authentication via RELEASE_BATON_CLIENT_ID and RELEASE_BATON_PRIVATE_KEY
secrets in place of a long-lived PAT.
