fix(workflows): remove unnecessary secrets from workflows

This commit cleans up the workflow files by removing the PERSONAL_ACCESS_TOKEN secret, which is no longer needed.

- Removed PERSONAL_ACCESS_TOKEN from dependabot-reviewer.yml
- Removed PERSONAL_ACCESS_TOKEN from dotnet-publish.yml
