fix(workflows): remove PERSONAL_ACCESS_TOKEN from workflows

This commit updates the GitHub workflows by removing the PERSONAL_ACCESS_TOKEN secret from both the dependabot-reviewer and dotnet-publish workflows.

- Removed PERSONAL_ACCESS_TOKEN from .github/workflows/dependabot-reviewer.yml
- Removed PERSONAL_ACCESS_TOKEN from .github/workflows/dotnet-publish.yml
