fix(workflows): remove PERSONAL_ACCESS_TOKEN from workflows

This commit removes the PERSONAL_ACCESS_TOKEN secret from the Dependabot reviewer and .NET publish workflows to enhance security.

- Removed PERSONAL_ACCESS_TOKEN from .github/workflows/dependabot-reviewer.yml
- Removed PERSONAL_ACCESS_TOKEN from .github/workflows/dotnet-publish.yml
