configapi: surface proto field comments as MCP tool descriptions (#6378)

## Summary

Surfaces leading-comment text from `config.proto` as the `description`
on every field, message, enum, and enum value in MCP tool schemas served
by `pkg/mcp/configapi`, hydrates every previously undocumented
field/enum in the proto, and adds a lint to keep future additions
documented.
