* fix: adapt to spki 0.8 by importing EncodePublicKey from sa::pkcs8

The EncodePublicKey trait was removed from spki 0.8. It is
re-exported by sa 0.9 via pkcs8, so switch the import and
drop the now-unnecessary direct spki dependency.
